Add StaleFileBucketMonitor to prune bucket of old files. (#7)

* create BaseBucketMonitor and move most of the GCS methods to the parent class

* Add StaleBucketMonitor to check bucket for old files to delete.

* update PREFIX to a CSV list, and call scan for each prefix, sleeping after all prefixes.

* remove BucketMonitor from entrypoint and replace it with StaleFileBucketMonitor.
