build: migrate optional dependencies to PEP 735 dependency groups

Replace [project.optional-dependencies] extras (docs/tests/tools/dev)
with [dependency-groups]. These are dev-only sets, so they no longer get
published in the wheel/sdist metadata or installed by end users.

- pyproject.toml: add [dependency-groups]; dev uses include-group; bump
  tox>=4.22 and switch tox envs from `extras` to `dependency_groups`
- .readthedocs.yml: install docs group via build.jobs (pip . --group docs);
  bump build image to ubuntu-lts-latest / Python 3.14
- README: dev setup now uses `pip install -e . --group dev` (pip >= 25.1)

Note: `pip install vallenae[dev]` (and [docs]/[tests]/[tools]) no longer
works; use `--group` instead.
