new: pkg: updated package management tools.

- Added coverage check and display.
- ``./autogen.sh`` now is compatible MacOSX.
- Changes badges to new svg badges, added pypi download count
  and coverage info.
- removed ``./autogen.sh`` from ``.travis.yml`` test, as
  ``python setup.py install`` should call it automatically.
- Added local ``.gitchangelog.rc``.
- Use ``nose`` for test discovery.
- Use ``setup.cfg`` and ``d2to1`` instead of plain setup.py
- Added several packaging tests.
