Fix Dialyzer contract_supertype warnings in Mock backend

Add @dialyzer {:nowarn_function} attributes to new/1, always/1, and
always_fail/1 functions. These functions always return call_count: 0,
but the type spec t() allows any non_neg_integer(). This is intentional
as call_count can change via call_llm/2.

The warnings are false positives - our type specs are correct, just more
general than Dialyzer's inferred success typing for these constructor
functions.
