Add a contributing guide

Explain the development environment and the just tasks, the crates and
their dependencies, how to add a language or a package repository, when
to bump NORMALIZER_VERSION and SCHEMA_VERSION, and the documentation
rules, in English and Japanese. Link it from the READMEs.
