Bring the documentation up to date before the release

- About: what pelicode can do today, and what is planned next.
- Getting Started: next steps for the settings file, the GitHub Action,
  snapshots and clean.
- Glossary: unreferenced files, pending hashes, dependencies, the
  settings file, SARIF and code scanning, and a new section on sharing
  databases (snapshots, OCI artifacts, references, the cache).
- CITATION.cff for "Cite this repository", and the version in the
  BibTeX entry.
