Commit Message

First pass of app-level tests.

Incorporating a few newly discovered React ecosystem tools, this commit
introduces a test suite to most of the App layer of the dashboard.
However, it's being rolled out a bit prematurely.

Why prematurely?  Because a few production dashboard bugs have cropped
up, and it seems a bit more expedient to roll these updates out and then
incorporate regression tests into this suite in an ongoing way, versus
keeping these tests walled off while other bugs were resolved.
