Prepare 0.11.5 release and retire historical maintenance records

Use one source version for package metadata, documentation and release validation. Retain recurring maintenance checks, relocate documentation baselines, and replace the phased plan with a recurring checklist.

Triage 326 Codacy reports: address 84 with bounded cleanup and retire 23 with the historical audit. Fix the obsolete hysteretic decomposition import and keep archive checks effective under Python optimisation.

Validation: 491 tests passed on Python 3.14; 64 focused lower-dependency checks passed on Python 3.11. Cached Sphinx build and inventory audit passed with 106 existing warnings. CI policy, repository content and package discovery checks passed. Hosted package checks and Codacy reanalysis remain pending.
