swtpm: Have swtpm report PTM_CAP_SEND_COMMAND_HEADER flag

Have swtpm report PTM_CAP_SEND_COMMAND_HEADER flag for a TPM 2
indicating that it knows how to handle the TCG header prefix
for the data channel.
