Fix #65: Better Extract Via MIME Type

* No more guessing extraction_method via extension examination.
* Now download file to a tempfile.
* Examine mimetype to select extraction function.
* Handle env_teardown when env_setup was incomplete.
* Clarify exception during Command teardown.
