Treat 403 as NotFound in Http4sRegistryLookup (#276)

Some legacy customers have static Iglu repos backed by S3 buckets.
If static web hosting is disabled, the bucket returns 403 errors.
Since Iglu Server never returns 403 (it returns 404 for permission
issues to avoid leaking schema existence), treating 403 as NotFound
is appropriate for custom static repos.

Also improved test coverage and naming consistency.
