failed utf change. err 134 -> recompile with utf

when a pattern compilation fails with 134,
character code point value in \x{} or \o{} is too large
retry compilation with PCRE2_UTF.

This broke regexp.t tests:
176, 608, 610, 1451, 1522-1523, 1525-1526,
1814, 1896-1897
