refactor: Use shared `latencyBuckets` constant

Extracts the Prometheus histogram bucket definition into a shared
package-level variable `latencyBuckets`.

This eliminates duplication and ensures that all relevant DNS
latency metrics use the identical bucket scheme for consistency
and easier comparison.
