test: add query logging tests for dispatcher

Add a new test suite to verify that DNS query logging is correctly
triggered or suppressed within `DNSDispatcher`.

* Verifies that logs are omitted when logging is disabled.
* Verifies that logs include the requested domain when logging is
  enabled.
