Commit Message

Add flag to ignore backups from unmodified files

If the file didn't change in the disk, there's no reason to download a backup
part containing only this file. This will improve the download time. Also, we
will skip downloads of backup parts that contains only the unmodified state of
a file.

Resolves #49
