Fixes the handshake issue with Inline::C

The issue was that I used the `CCFLAGS` Inline::C parameter and this
replaces the contents of `$Config{ccflags}` instead of appending to it
as the `CCFLAGSEX` parameter does.

Read <https://www.nntp.perl.org/group/perl.perl5.porters/2015/06/msg228603.html>
and <https://www.nntp.perl.org/group/perl.perl5.porters/2015/05/msg228155.html> for more information.

Fixes <https://github.com/project-renard/p5-Renard-Incunabula-Glib/issues/1>.
