build: require PHP 8.4

tempest/highlight, added for stack trace syntax highlighting, requires PHP ^8.4.
The bundle declared >=8.3 and CI covered 8.3, so the build failed at composer
update before running a test.

Raises the requirement to >=8.4 and moves the CI matrix to 8.4 and 8.5. This is
a breaking change for consumers and belongs in the release notes.
