Expand Node test matrix to cover Node 12-24

Empirically verified the package works on every Node major from 12 to
24 (CJS + ESM smoke tests), and that the full test suite runs on Node
18+ (`node:test` + tsx). Node 10 fails the ESM smoke (Node 10's
experimental ESM doesn't resolve the conditional exports), so it's left
out.

Workflow changes:
- tests job (full npm test + lint) now runs on 18.x, 20.x, 22.x, 24.x
- compat job (dist smoke tests) now runs on 12.x, 14.x, 16.x

`npm test`/`test:coverage`/`test:watch` previously single-quoted the
test glob, which meant Node received the literal string and only Node
21+ expanded it. Drop the quotes so the shell expands the glob, which
makes the scripts work on Node 18 and 20 as well.

Bump engines to `>=12` to match what's actually supported.
