Phase 3: fix Changelog for the NextRelease plugin

The Changelog had both a {{$NEXT}} placeholder and a hand-written
"0.700   2026-05-17" header. [NextRelease] always substitutes
{{$NEXT}} with the dist.ini version + date at build time, so this
would have produced a duplicate (and empty) 0.700 stanza in the built
distribution. Put the in-development bullets directly under {{$NEXT}}
as the plugin expects.

Also normalize the pre-0.100 entries to use spaces instead of tabs
between version and date, and drop trailing whitespace in the 0.300
block.
