tests: Use Catch2 to implement test cases.

Replace MaRC's existing simple test framework with the Catch2 to
improve robustness and flexibility.  All separate test programs have
been replavced by a single `marc_test' program from which all test
cases may be run.  Use the `--help' command line option for a full
list of supported test suite options.
