Extend the carry over logic

Iterate through the last 20 jobs of that scenario and consider all
failures that failed the same as the current job if the job didn't
change failure reason 5 times in between

So temporarly broken builds don't erase our carry over line.

Also add an extra line to the comment marking where it taken over so
the reviewer can check if it's indeed the same failure
