Use dynamic ports and add CI/CD with project standardization

- Change from fixed ports (28000/28001) to dynamic ports (":0") in tests
- Add ExtractPort() to internal/utils to get assigned ports from endpoints
- Extract ports before app.Run() to avoid concurrent access issues
- Move proto3ps to internal/proto3ps to match project conventions
- Add GitHub Actions workflow (.github/workflows/release.yml) with lint/test/coverage
- Add Makefile to root with test coverage configuration
- Add internal/Makefile to proto code generation
- Update README.md and README.zh.md with go-commit template standard
- Fix Go version badge from 1.22+ to 1.23+ to match go.mod
- Update dependencies in go.mod/go.sum
- Dynamic ports prevent port conflicts when running multiple tests
