Docs: add RC → GA release runbook to CI.md

Add an ordered release procedure (land on main → cut release/X.Y.0 →
dispatch RCs → GA) next to the existing workflow/version-scheme reference,
so the team has a single runbook to follow and discuss. Includes a
version-scheme-at-a-glance table (dev/alpha/rc/ga) and a worked 4.3.0 example.
