feat(rpc_data_postgres): add s_ prefix to system tables and enableChangeJournal flag

- Align system table naming with rpc_data_sqlite by adding s_ prefix:
  collection_registry -> s_collection_registry, etc.
- Add enableChangeJournal flag to adapter and repository to optionally
  disable change journal table creation and tracking
