serial: add tiny device emulation for 8280 UART serial

Linux login shell was started sucessfully.
Note: this patch does not contain unit test.

- busybox: fix inittab, rcS & passwd
- linux: add kernel patch to debug serial port initialization.
- linux: fix .config to enable /proc & /sys.
