Support for settings evaluation (#62)

* Introduce settings and gradle plugins to support project and settings evaluation

* Introduce metrics plugin to be applied at init / settings level

* Rename MetricsGradlePlugin to MetricsInitPlugin

* Rename init plugin to MetricsInitPlugin

* set noop distpacher when metrics are disabled

* Move more logic to AbstractMetricsPlugin
