Basic support for uploading photos to a moderation queue

This is just support for uploading queued images; I'd like people to
start uploading images to the queue as soon as possible so that we stop
getting them by email, since emailed photos are very time-consuming to
manage. (The review interface is nearly finished but might take another
couple of evenings.)
