Pin six to 1.10.0

Newer versions of six don't work with django-autocomplete-light (dal)
version 2.3.3. There are newer versions of dal 2.3.x which fix this
problem, but they only work with Django 1.11+, which we're not ready for
quite yet. So pin to six 1.10.0 for now.
