Commit Message

Skip retries after stateless emitter interrupts.

This simplifies the handling of outbound calls after a stateless emitter
is destroyed (for example used when discovering a remote protocol). Also
move the handshake event emission outside of the try-catch to prevent
errors in the handler from being swallowed.
