Support Laravel 13 and proactively allow Laravel 14

- Add `^13.0` to the supported Laravel range in README (already
  allowed in composer.json)
- Proactively add `^14.0` to illuminate/* constraints in composer.json
  while keeping the existing `^11.0` floor
