Switch to pyproject.toml from setup.py (#132)

* refactor: move janome to /src

* feat: add py.typed marker file

Add py.typed marker file to indicate that the package
supports type hints. This enables type checkers like mypy
to use inline type annotations from the package without
requiring a separate stubs package.

* chore: migrate to uv and modernize build setup

Remove legacy setuptools configuration and migrate to uv for
dependency management. Update GitHub Actions workflows to use uv
and modern action versions. Drop Python 3.9 support and add type
annotation to CHARS variable. Implement custom build hook for
dictionary extraction during package build.

* fix: skip build hook for non-wheel targets

Skip the custom build hook initialization when the build
target is not a wheel. This prevents unnecessary processing
during source distribution builds.

Also improve path handling by using pathlib's as_posix()
method instead of manual string replacement for better
cross-platform compatibility.

Update sdist configuration to use glob patterns for
including all janome source files instead of relying on
the packages directive.
