filer: Ignore reactions to files, file comments

This was causing errors to appear in the logs since reactions were
getting added to other objects:

  [Wed Apr 19 2017 08:59:53 GMT+0200 (CEST)] ERROR TypeError: Cannot read property '0' of undefined
    at ReactionIssueFiler.execute (.../node_modules/slack-github-issues/lib/reaction-issue-filer.js:30:27)

In the future, we may want to support file and file comment reactions,
but it's not straightforward, since there's no one specific channel or
timestamp associated with either.
