Add helper functions

- Add `NewJSONRequestHandler` which takes a `func` and turns it into
  a `JSONRequestHandler`. This prevents the same wrapping code being
  written over and over.
- Make `GetLogger(Context)` always return a logger, so callers don't
  need to constantly `nil` check.
