Enable configurable race detection flag in Makefile and Dockerfile test commands

- Added GO_TEST_FLAGS and GO_TEST_RACE_FLAG variables to Makefile for flexible test command configuration
- Updated test target to use these variables instead of hardcoded flags
- Modified Dockerfile to use GO_TEST_RACE_FLAG when running tests, allowing race detection to be toggled externally
