Use GCP credentials to access other GKE clusters (#35)

* Changes module path for k8s.io client-go/api

* Updates go version to 1.16 in Docker/Travis configs

* Removes Go vendor directory and git submodules

* Introduces Go modules to repository

* Passes a background context to gke List() func

* Replaces basic auth with cert-based auth

* Uses base64 decoded key and cert for cluster auth

* Uses k8s client-go gcp auth provider for client
