build: derive git revision via getGitRevision() (drop palantir plugin)

Uniform grobid-quantities with grobid/datastet/software-mentions: replace
the com.palantir.git-version plugin (gitVersion()) with the same
getGitRevision() function + project.ext.gitRevision + collectGitRevision
task used across the ecosystem. Consolidate the two processResources
blocks into one that expands version.txt/revision.txt from the project
version and rootProject.ext.gitRevision (dropping the dead legacy
'project.version' filter).

revision.txt now bakes 'git describe --tags --always --first-parent'
(e.g. v0.8.2-13-g2cb9321), served on the /version endpoint via ServiceInfo.
