fix call to GET Property

whilst the documentation[1] suggests that you can GET a Property by
calling .../Property?PropertyId=666 this does not seem to work and
instead we need to call (the also documented) form of the endpoint
.../Property/666 - this is possibly a regression in the Fixflo API
and have enquired, regardless this change is more consistent with
the rest of the API

bump Changes and VERSION for release to CPAN
