resolve #3 - percent encode Signature value

otherwise it will not work when the Signature contains reserved
chars such as +

update tests to reflect above change. remove some commented out
code and remove dependencies from the AWS::S3::HTTPRequest class
as this isn't using them

bump VERSION and Changes for CPAN release
