docs: fix the Read the Docs build without tags

Read the Docs clones the repository shallow and without tags, so
'git describe --tags --always' printed only the abbreviated commit,
e.g. '9daebc9'. setup.py used it as the version and setuptools refused
to build the package:

  packaging.version.InvalidVersion: Invalid version: '9daebc9'

Convert a describe output without tag to the valid PEP 440 version
'0+g9daebc9' and fetch the tags on Read the Docs, so the documentation
shows the real version, e.g. '0.5.8.dev160+g9daebc9'.
