Update country_data.tsv

Recognize "EL" along "GR" for Greece/Hellas.

Updated the ISO2 code "GR" for Greece to regex "^GR|^EL$" in country_data.tsv, to recognize both "GR" and "EL". "EL" is used in many datasets published by Eurostat and the EU Commission.
