Add Kitto.Job.new to support streaming jobs

For jobs which are not meant to called in a predefined interval,
Kitto.Job.new allows specifying a job function which will be called once
in its own supervised process.

Example use cases:

* Broadcasting data from streaming APIs
* Consuming data from queues
