fix: add Elixir commands to tool allowlist, clean up backlog

The default allowed_tools only included mix test/format. Agents need
mix compile, mix deps.get, elixir, and mix docs to work on Elixir
code. Also removed GLITCHLAB-internal tasks (gl-task-locking-*,
gl-circuit-fix-*) that leaked into the LEI backlog, and reset
failed tasks to pending for retry.
