feat: add rate limiting plug for /v1/analyze endpoint

Adds Lei.Web.Plugs.RateLimiter, a sliding-window plug that enforces 10
requests per minute per API key (or IP) on all /v1/analyze/* paths.
Returns 429 with Retry-After header and logs a :warning on rejection.
Wires the plug into Lei.Web.Router after Lei.Auth.
