[[DOCS]] Re-organize project documentation

- Update maintainers list.
- Move details relating to contribution to the `CONTRIBUTING.md` file.
- Extend the `README.md` file with unique content from the "About" page
  of jshint.com.

These changes will allow more content on jshint.com to be derived from
the project files, reducing duplication and simplifying maintenance.
