Dictionary fixes (#76)

* Gzip File must be opened in binary mode on Windows (Mingw64)

* Ensure dictionary is loaded in correct encoding

Also remove redundant encoding setting on opening the gzip file. This
means person and place names with non-ASCII are correctly recognised.
