make gen/csv makefile target portable

gnu sed is not used by default on bsd/macos systems. this change
attempts to make the sed command used in the gen/csv makefile target
portable for systems which primarily are used in cloud resource
operator development.

verification:
- on macos, run gen/csv and ensure it completes
- on linux, run gen/csv and ensure it completes
