Remove useless files.

Dirs etc/ and srv/ contain config files. We already have them in
ansible playbook.

Files bower.json and package.json are related to bower, however
we don't use it currently.

Files under packaging/ are all related to internal ci.

Delete INSTALL and doc/DEPLOY since we are using ansible to install
and steps are different.

doc/IRIS_Data_Schema.rst is also useless since you can see the
models from django code.
