Let setuptools handle cython

Modern setuptools behaviour seems to be fine. Furthermore, this reduces
complexity and fixes a warning that occurs during explicit cythonization
since moving the source to the src subfolder:

    src/cpymad/libmadx.pyx: cannot find cimported module '.'
