Several performance improvements:

* Keep a serialized copy of the serialized commitment matrix in-memory to
  avoid unnecessary serializations.
* Rework commitment matrix operations to do more efficent traversals
* Change the VSS so that we keep a lookup table of commitments keyed by
  a hash of the serialized commitment matrix. This avoids having to
  deserialize the commmitment matrix on every ready/echo message.
