Implement argparse CLI, fix versioned downloads, drop renderer remnants

Addresses the open issues on upstream rienafairefr/python-ldraw:

- #1: real argparse CLI with download/generate/config/version
  subcommands (previously all arguments were silently ignored and any
  invocation ran download+generate). download --version now writes
  ldraw_library_path to config.yml so generate uses what was downloaded.
- #4: renderers stay removed; delete stale writer/tool references from
  README/GUIDE/CLAUDE.md and the orphaned tests/test_data goldens.
- #6/#7/#9: already fixed by this fork.

Fixes surfaced by end-to-end testing of the new CLI:

- Versioned downloads requested a 404 URL and cached the HTML error
  page as the zip; they now come from rienafairefr/ldraw-parts GitHub
  tag archives with raise_for_status().
- Those snapshots use mixed-case trees (LDRAW/PARTS, *.DAT); unpacking
  now normalizes to the lowercase ldraw/parts layout, and the library
  scan matches parts/p/p.lst/ldconfig.ldr case-insensitively (also
  fixes colours never loading from LDConfig.ldr fixtures).
- parts.lst generation kept trailing newlines in descriptions, so the
  parser stopped after a single part on any freshly downloaded library.
